There is a PMC reference instead of the PMID reference. Also, it is unclear which figure is being annotated because the figure is not denoted in the notes.

Yes, it should, but the judge already noted there is a problem with the annotation. If you had given the correct PMID, PMID: 4924105, you could have gotten points.
