Aross, you're thinking about this correctly by giving a good guess. But notice, that term is defined as "the process in which a cell irreversibly increases in size over time by accretion and biosynthetic production of matter similar to that already present"; these neurons aren't being shown to increase in size, exactly, but that certain bits are "developing"... There is a term in GO we like for this figure, it is specific to neurons but is not the one originally annotated to.

The Gene Ontology has different terms for the "growth" vs. "development", even though we like to think of these as synonyms they are not.
