Binding assays where it is possible to put an ID corresponding to the specific binding partner that was shown to interact directly the gene product being annotated should be annotated with the IPI code, not with IDA.

Not an IGC; there is no genomic context for the gene. A motif is not genomic context it is an ISA (inferred by sequence alignment).

Figure 9 shows that PhoH binds ATP but no binding terms are allowed in CACAO. There is no evidence in that experiment for ATPase activity. The authors even conclude that the protein has ATP-binding activity.
