This term means the protein they're annotating increases ubiquitination, but it isn't actually directly responsible for the ubiquitination. This is one of those cases where the GO definition of a word ("regulation") isn't exactly a strict genetic definition. Make sure you carefully read all parts of the GO term definition. However, I'm happy to see you're challenging, so keep it up! :)
