FlhC is a transcriptional regulator protein, and the table shows the genes that it affects. The functions on the right are for the genes being affected, not the activity of the regulator itself. The better GO term should be "regulation of...[function]" or the annoation should be deleted.

Since there is no "regulation of carbamoyl-phosphate synthase (ammonia) activity," this annotation should be deleted.

FlhC is indeed a transcriptional regulator and does not possess the activity that the annotating group claims. 2 points to challenging team for identifying a problem.
