GO:0044780 (bacterial-type flagellum assembly) is more specific because disruption in flhB gene cause severely disrupts flageller assemble. However, this does not mean that there was a positive or negative gene regulation as both genes are expressed independently from each other, and for functional flagella, cell need both FlaA and FlhB genes to be functional. So the gene mutation flhB causes misfolded flhB proteins and flagellar motor does not function because its subcomponents are non-funtional.

Figure 3a: Western immunoblot probed with a flagellum-specific monoclonal antibody (P2D3) show that flhB mutants do not express FlaA (a flagellar protein). This decreased expression of flagellar proteins in flhB mutants is believed to partly cause the lack of motility.||complete
