You're using a PubMedCentral ID, the PMID is 17158670. Also remember that DNA binding terms are not allowed.

The figures you listed do not show that this protein has anything to do with NDA binding or transcription factor activity. In Figure 3A it shows that when arabinose is added, then the toxin is turned on. As a result of that, the cell count and density decreases when compared to the control. From this you can tell that this gene is involved in toxin activity so I suggest for that the GO term pathogenesis (GO:0009405).
