Since this is a transfer annotation (evidence code ISS), evidence of sequence similarity (E value, query cover, etc. from Blast results) needs to go into the notes section, demonstrating homology of your protein to the protein in E. coli. In the Reference section should not be a PMID, but the GO_REF 0000100.

Your current notes, the description of experimental evidence for the E. coli protein ("The enzyme reaction shows..."), should go into a separate Go annotation devoted specifically to the E. coli gene/protein (with Reference to the PMID 8561507).

This should be a transfer annotation using the SEA-PHAGES GO Ref (GO_REF 0000100) and ISS or IGC as the evidence code and the protein of interest's Uniprot ID(s) in the with/from field. Then you should have all of the information in this annotation put in the notes, including the PMID and your justification. You also need to go back and fix the original regular annotation first.
