Also, a better term would be GO:0045892 - negative regulation of translation, DNA-Dependent, since Figure 5 indicates associated protein mRNAs are increased by CtsR inactivation which indicates CtsR negatively regulates these genes at a transcriptional level.

I agree with the challenger. The GO term should be GO:0045892 negative regulation of transcription, DNA-dependent based on what is shown in Fig 5 (a Northern blot). The PMID was also formatted incorrectly and will have to be fixed before submission to UniProt in addition to the GO term. Credit for the annotation goes to the challenger.
