GO:0033252 regulation of beta-lactamase activity PMID:21238457 IMP: Inferred from Mutant Phenotype P Figure 3 shows the interaction between K74G BLIP (a beta-lactamase inhibitory protein mutant) with S. aureus PC1 wild-type β-lactamase and its A104E (beta-lactamase) mutant. K74G BLIP has greater inhibitory effect on the wild type beta-lactamase than the mutant beta-lactamase. Table 2 includes the inhibition constant of the purified K74G BLIP variant for PC1 β-lactamase, which shows about a 10-fold increase in comparison to that of wild type BLIP. complete

GO:0005576 extracellular region PMID:21238457 IMP: Inferred from Mutant Phenotype C Figure 3 shows the interaction between K74G BLIP (beta-lactamase inhibitory protein) with S. aureus PC1 wild-type β-lactamase and its A104E mutant. Inhibition of the wild-type beta-lactamase was greater in comparison to mutant A104E in the presence of K74G BLIP. Table 2 shows a lesser inhibition constant for wt PC1 with K74G BLIP compared to A104E mutant PC1 with K74G. complete

the annotation is now to STRCL:BLIP. I don't believe there is evidence in the manuscript supporting that this gene has GO:0008800, beta-lactamase activity. To quote your notes: "Inhibition of the wild-type beta-lactamase was greater in comparison to mutant A104E in the presence of K74G BLIP"
